A general description of these positions
is as follows:

Administrative Assistant
GENERAL
RESPONSIBILITIES
The primary duties of the employee holding this position
will be to perform a variety of secretarial and administrative duties for the Director of
Public Works both in the office and on outside assignments. These duties include
answering incoming telephone calls to the Deparment and recieving the public at the Public
Works Facility; answering questions and responding to inquires from the public for
public services provided by the Department and preparing work orders for such services;
assisting with the supervision and direction of employees in the Street Dept.,
Sanitation Dept., Recreation Dept., Water Dept., and the administration and supervision of
all Contract Labor positions budgeted for all divisions of Public Works as directed by the
Director of Public Works.
QUALIFICATIONS
Education & Training: (A) High School Diploma
or equivalent with specialized course work in general office practices such as typing,
word processing, filing, etc. (B) two (2) years of business or techinical school training
in a business/bookkeeping/computer field and (C) two (2) yearsexperience in a service
oriented environment (government, public utility, etc.) dealing with the public, or, (D)
any equivalent combination of related education and experience.
Water Treatment Plant Operator
GENERAL
RESPONSIBILITIES
The primary duties of the employee holding this position
will be the operation of the Ivy River Water Treatment Plant as directed by the Water
Plant Supervisor. These duties include the direct operation of the plant and laboratory,
record keeping and miscellaneous duties as required by the Department, and miscellaneous
equipment and grounds maintenance duties.
QUALIFICATIONS
Education & Training: (A) High School Diploma
or equivalent with specialized course work in science such as biology, general science,
physics, etc. (B) two (2) years post secondary college or technical training in biology,
environmental science, chemistry, or a closely related field and (C) six (6) months
experience operating an A-Surface water treatment plant or, (D) any equivalent combination
of related education and experience.
Special Knowledge Requirements:
Current minimum C-Surface Certification issued by North
Carolina Water Treatment Facilities Operators Certification Board.
Ability to communicate effectively verbally and in
writing; ability to handle stressful situations.
Working knowledge of equipment, facilities, materials,
methods and procedures used in water treatment plant maintenance and operation activities;
familiarity with laboratory procedures and practices.
Familiarity with the operation of personal computers.
Valid N.C. Drivers License.
Water Treatment Plant
Operator - Trainee
GENERAL RESPONSIBILITIES
The primary duties of the employee holding this position will be the operation of the
Ivy River Water Treatment Plant as directed by the Water Plant Supervisor. These duties
include the direct operation of the plant and laboratory, record keeping and miscellaneous
duties as required by the Department, and miscellaneous equipment and grounds maintenance
duties.

years post secondary college or technical training in biology, environmental science,

Ability to obtain C-Surface Certification issued by North Carolina Water Treatment
Facilities Operators Certification Board within one year of employment.

Maintenance Worker - Semi-skilled Labor - Sanitation
GENERAL RESPONSIBILITIES
The primary duties of the employee holding this
position are collection of garbage and refuse within the Town. These activities include
dumping trash containers into a rear-loading garbage truck (normal garbage collections three
days per week) and collection of yard waste, brush and trimmings (normal collections three
days per week). Other duties include working with the various Public Works departments as
needed in water system maintenance, street maintenance and mowing, recreation park
maintenance, etc.
QUALIFICATIONS
Special Knowledge Requirements:
Valid N.C. Drivers License.
Ability to read and understand standard Public
Works Department work orders and the instructions which may accompany products normally
used for building and grounds maintenance activities. Ability to complete written
activities reports and requisitions.

Skilled Labor
GENERAL RESPONSIBILITIES
The
duties of the employee holding this position will be general maintenance activities of the
Department of Public Works. These duties including Street Dept. maintenance activities
(including street and right-of-way cleaning, mowing and routine maintenance, installing
and maintaining drainage pipes and structures, sidewalk construction and repair, snow and
ice removal); Sanitation Dept. collection activities (include collection of household
waste, yard waste, brush and trimmings); and Water Dept. system maintenance activities
(including installing water lines and taps and repairing water lines). Assignment of
Skilled Labor positions to activities with the Street Department, Sanitation Department,
or Water Department shall be at the discretion of the Director of Public Works.
QUALIFICATIONS
Special Knowledge Requirements:
Valid N.C. Drivers License.
Ability to read and understand standard Public
Works Department work orders and the instructions which may accompany products normally
used for building and grounds maintenance activities. Ability to complete written
activities reports and requisitions.
Ability to work independently and to direct the
work activities of others as assigned by supervisors.
Knowledge of
the use of gasoline driven equipment such as lawn mowers, weed-eaters, cut-off saws, brush
chippers, jack hammers, etc., used in Public Works activities.
Skilled Labor - Recreation
GENERAL
RESPONSIBILITIES
The duties of the employee holding this position will be general maintenance
activities of the Department of Public Works. These duties including Street
Dept. maintenance activities (including street and right-of-way cleaning,
mowing and routine maintenance, installing and maintaining drainage pipes

power equipment such as lawn mowers, trimmers, etc.
E. Knowledge of trees and plants normally utilized in western North Carolina
for landscaping purposes.
F. North
Carolina Pesticide Application License or ability to obtain license within
one (1) year of employment.
